(d) Mitigation Allowance to
Municipal Employees (MAME).
On post-audit, the Audit Team
Leader (ATL) and the Supervising
Auditor (SA) of the Municipality
issued Notices of Disallowance (NDs)
on the grounds, among others, that
the grants violated Section 12 of
Republic Act No. 6758 (R.A. No. 6758)
or the Salary Standardization Law
(SSL) as regards the consolidation of
allowances and compensation, and
that the services rendered
thereunder are not considered as
government service.
