principles of unjust enrichment and
solutio indebiti in disallowed benefits
cases does not contravene the law on
the general liability for unlawful
expenditures. With the liability for
unlawful expenditures properly
understood, payees who receive
undue payment, regardless of good
faith, are liable for the return of the
amounts they received.
